We accept applications for assistance via telephone, internet, and the use of dropbox service for:
Rent, Mortgage, Shelter, Energy, and the Curbside Food Pantry.
Assistance funded by Community Services Block Grant (CSBG)
Scholarships are available to qualified students pursuing Higher Education - $1,500 Scholarships!
Eligibility Criteria: Applicant must be at least a high school senior and enrolled or planning to attend an Illinois accredited higher educational institution or occupational training. Must be income eligible.
Must be residing in Lake County. Must acquire a letter of recommendation from someone within the community. Must submit a 500 word essay, typed and double spaced, which includes the applicants most important life experience; what receiving this scholarship would mean, what community action means to the applicant, and what contribution applicant intends to make to the community. Attach a photo of yourself for publication in the Agency Newsletter.

Rental and Mortgage Payment Assistance are offered to eligible tenants and homeowners facing a financial crisis. Tenants living in subsidized housing or with a Section-8 voucher may not be eligible.
Temporary Shelter for up to 5 days may be provided until stable housing is available.
Prescription Eyeglasses are one of the eligible assistance categories that we offer. Your case manager will complete a needs assessment with you during your appointment.
Food Pantry is available to individuals and families with a food crisis. You may access the food pantry no more than once per month.
Home Energy Bill Payment Assistance

Low-Income Home Energy Assistance Program (LIHEAP) and Percentage of Income Payment Plan (PIPP) will run through August 15, 2024, or until funds have been exhausted. Low-income residents may apply for grant assistance to help pay for natural gas, propane, electric bills, and furnace assistance.
This program year, the Federal Poverty Income Guidelines have been raised to serve those families in higher income brackets. The 30-day income guidelines for LIHEAP and PIPP are based on Federal Poverty Guidelines, State Median Income, and the number of persons living in the household.

Propane customers are encouraged to apply when the program opens in September to take greater advantage of lower propane prices. Propane prices typically increase during the winter months, so by applying early propane users, will see their LIHEAP benefit go further.
Furnace Assistance
If your household is LIHEAP eligible and your heating system is inoperable or determined to be unsafe by the fuel vendor, Furnace Assistance may be available. Call 847-249-4330 for an appointment.
Home Weatherization Assistance
The Illinois Home Weatherization Assistance Program (IHWAP) makes homes of low-income families more energy efficient by reducing the amount of energy it takes to keep homes warm in winter and cool in summer. An extensive array of conservation actions and improvements are funded through the program.
The first step of the process is an energy audit that will be performed. The results of the audit will be used to determine the types of improvements that will be made to the home. Updates to the residence include attic and wall insulation, air sealing, window, and door weatherization, and furnace repair and replacement. The work will be completed by local contractors or work crews that are specifically trained to install weatherization measures, and an inspection will be done upon completion.
Affordable Housing
Through this program, we offer safe and affordable housing for rent and first-time homeownership. CAPOLC also operates affordable housing to help veterans. CAPOLC owns 37 affordable rental housing units, a 14-unit apartment complex in Antioch, and four lease-to-own single-family houses in Lake County, Illinois.

- Once the intake information is completed, the case manager will confirm the documenatation needed to submit in order to complete the application process

Each location has a lockbox for document drop-offs located outside of the facility.
